Ok, going to try to do this where it makes sense cause i have pressure build up and isn't to fun (thankgod for backspace). Number one where do you live, that does help when using Tricare. I am a Navy Veteran so have aefw ideas to go from here. Also are you on FB. I have a pro that deals with Tricare alot who also is a Medical retired Navy I can get you into contact with. I will tell you right now you will play hell with getting the Naval Hospital to release you. Are you the vet or the spouse? That is important to know cause it will help with route to take. Also you need to start keeping journal who you talk to at Tricare and the Naval Hospital, names, times and dept etc. The military are pro's at giving run around.
Can you answer those questions for me and I will see where to go from there.
I also am on Tricare but the Air Force does not have full functioning hospitals anymore. I would suggest going to your Patient Advocate and state your complaint to them and see if that helps, we have had luck going through them before here.
The problem with the Navy is we have some of the best hospitals for neuro issues but are dicks when it comes to something not service connected.
Which Tricare do you have?? Standard? Prime? etc???
I live in Suffolk, VA which is tricare North region. Portsmouth Naval hospital is the thorn in my side right now. I am the spouse, not the active duty member. The B***H at the naval hospital was like we won't release you, you want to be seen then you can switch your care to standard and pay to go wherever you want. Excuse me, my husband works countless hours to earn the insurance that I have! I am on facebook, Stefanie Dawn Farrington.

Ok. I am going to send you a friend request and get you in touch with a man who's a pro at the red tape mess. That is a prime area....
